Vehicle (X) was instructed to 'hold short' of runway 8. DH8 (aircraft Y) was cleared for takeoff runway 8. Vehicle drove onto runway 8. DH8 departure clearance was canceled. Puerto rico port authority/authorized personnel should be properly trained and held accountable. Most vehicle operators speak very broken english.

Title: SJU CTLR IS REQUIRED TO ABORT TKOF OF A DHC8 DUE TO RWY INCURSION OF ARPT GND VEHICLE. THE VEHICLE WAS INSTRUCTED TO REMAIN CLR OF RWY DUE TO DEPARTING TFC. CTLR CONCERNED WITH LANGUAGE BARRIER OF VEHICLE DRIVER.
