Narrative:

I called avx unicom, reported 10 mi out after handoff from socal. Called unicom at avx, got winds and active. Was told to enter right downwind for runway 22. Called 5 mi out, announced intentions, called 3 mi out again. As I called 'entering downwind...,' a C210 or bonanza (not sure) called the unicom requesting the name, tail number, phone number' of the guy landing. He claimed I was on base -- not downwind. He had departed runway 22 and made a right turn and was departing in the downwind at pattern altitude. I spoke with the airport manager/unicom who said he was a local 'hot head' and a 'grouch.' whatever, departing downwind in the pattern is not too smart. There were clouds off the departure end of runway 22 which may have 'clouded' his judgement.
