Narrative:
Aircraft #1 (X) was navigating inbound to ewr on the rbv 1 STAR, level at FL180. Aircraft #2 (Y) was level at 17000 ft after having departed acy climbing nwbound. I established visual contact between the 2 aircraft when they were approximately 5 mi apart and misapplied the visual separation rule. I climbed aircraft #2 from 17000 ft to FL210 when I should have descended aircraft #1 through aircraft #2.

Narrative: ACFT #1 (X) WAS NAVING INBOUND TO EWR ON THE RBV 1 STAR, LEVEL AT FL180. ACFT #2 (Y) WAS LEVEL AT 17000 FT AFTER HAVING DEPARTED ACY CLBING NWBOUND. I ESTABLISHED VISUAL CONTACT BTWN THE 2 ACFT WHEN THEY WERE APPROX 5 MI APART AND MISAPPLIED THE VISUAL SEPARATION RULE. I CLBED ACFT #2 FROM 17000 FT TO FL210 WHEN I SHOULD HAVE DSNDED ACFT #1 THROUGH ACFT #2.
