Narrative:

Flight scheduled to operate mar/xa/99 from hong kong to anc, ak, with an intermediate stop at osaka, japan. Flight crew had deadheaded from USA and arrived hong kong 24 hours prior to departure. On trip from the hotel to the airport, we (the crew) discussed our mutual problem of being tired both from the long trip from the united states of america and our being unable to rest adequately at the hotel. In hong kong, XXX does not maintain an office for the flight crew to obtain predep briefings (WX, flight plans, NOTAMS, etc) from a dispatcher. Instead, flcs receive flight plans and flight departure papers (WX and NOTAMS) in the aircraft, 1 1/2 hours before scheduled departure time. My preflight included reviewing the departure papers, checking the flight plan for accuracy, insuring waypoints loaded in the INS match the flight plan. Our flight plan filed called for departing hong kong by the SID -- brothers 1. After listening to ATIS, I tuned my communication radio to clearance delivery and listened to clrncs being delivered to other carriers departing for japan. A foreign flight was given the brothers 1, ecato transition en route to osaka, japan. Procedures ask the flight crew to brief the departure before initiating the 'before start checklist.' my departure briefing was for the brothers 1. At hong kong, flts are supposed to contact clearance delivery 10 mins prior to engine start. There is a 10 min window for the flight crew to receive the flight plan clearance, perform before start checklist, start engines and push back from gate. Upon receiving the clearance, we noticed the SID was changed to the tung lung 1 from the planned brothers 1. During this 10 min window, I had to review the tung lung 1 SID (example #1), reset navigation radios, and program the INS. I then rebriefed the crew, 'the tung lung 1 SID is basically the same as the brothers 1 except initially we will track the 073 degree radial to porpa intersection, intercept the 296 degree radial to tung lung VOR. Porpa intersection is located 5 mi from the airport, all speed restrs remain the same.' right here was my mistake. I did not notice the porpa intersection was 7 DME from the localizer site. On departure, I tracked out the 073 degree radial and commenced a right turn at the 5 DME to intercept the tung lung 296 degree radial. The first officer warned we were not yet to the 5 DME, and I stopped the turn but did not correct, trying to evaluate the situation. The next moment, hong kong departure control stated 'it appears you are drifting right of track, turn immediately to 050 degrees.' I complied and was given radar vectors to on course. Our conversation with departure control indicated that the problem of premature turns had occurred quite frequently both with manual and automatic flight control. Hong kong reported the incident to company. Upon reviewing the event with chief pilot, we discovered that the brothers 1 SID had been revised with a new chart dated mar/xa/99. (Example #2), the new chart combined the brothers 1 and the tung lung 1 into the same chart. It also makes reference the position of porpa intersection at least 3 times including a warning of precise tracking on the 073 degree radial for terrain clearance. This chart was not available to either the first officer or myself. Company maintains an international flight kit on board the aircraft and is responsible for keeping the charts current.

IN HONG KONG, XXX DOES NOT MAINTAIN AN OFFICE FOR THE FLC TO OBTAIN PREDEP BRIEFINGS (WX, FLT PLANS, NOTAMS, ETC) FROM A DISPATCHER. INSTEAD, FLCS RECEIVE FLT PLANS AND FLT DEP PAPERS (WX AND NOTAMS) IN THE ACFT, 1 1/2 HRS BEFORE SCHEDULED DEP TIME. DURING THIS 10 MIN WINDOW, I HAD TO REVIEW THE TUNG LUNG 1 SID (EXAMPLE #1), RESET NAV RADIOS, AND PROGRAM THE INS. I THEN REBRIEFED THE CREW, 'THE TUNG LUNG 1 SID IS BASICALLY THE SAME AS THE BROTHERS 1 EXCEPT INITIALLY WE WILL TRACK THE 073 DEG RADIAL TO PORPA INTXN, INTERCEPT THE 296 DEG RADIAL TO TUNG LUNG VOR. PORPA INTXN IS LOCATED 5 MI FROM THE ARPT, ALL SPD RESTRS REMAIN THE SAME.' RIGHT HERE WAS MY MISTAKE. I DID NOT NOTICE THE PORPA INTXN WAS 7 DME FROM THE LOC SITE. ON DEP, I TRACKED OUT THE 073 DEG RADIAL AND COMMENCED A R TURN AT THE 5 DME TO INTERCEPT THE TUNG LUNG 296 DEG RADIAL. THE FO WARNED WE WERE NOT YET TO THE 5 DME, AND I STOPPED THE TURN BUT DID NOT CORRECT, TRYING TO EVALUATE THE SIT. THE NEXT MOMENT, HONG KONG DEP CTL STATED 'IT APPEARS YOU ARE DRIFTING R OF TRACK, TURN IMMEDIATELY TO 050 DEGS.' I COMPLIED AND WAS GIVEN RADAR VECTORS TO ON COURSE. OUR CONVERSATION WITH DEP CTL INDICATED THAT THE PROB OF PREMATURE TURNS HAD OCCURRED QUITE FREQUENTLY BOTH WITH MANUAL AND AUTOMATIC FLT CTL. HONG KONG RPTED THE INCIDENT TO COMPANY. IT ALSO MAKES REF THE POS OF PORPA INTXN AT LEAST 3 TIMES INCLUDING A WARNING OF PRECISE TRACKING ON THE 073 DEG RADIAL FOR TERRAIN CLRNC. THIS CHART WAS NOT AVAILABLE TO EITHER THE FO OR MYSELF. COMPANY MAINTAINS AN INTL FLT KIT ON BOARD THE ACFT AND IS RESPONSIBLE FOR KEEPING THE CHARTS CURRENT.
