Narrative:
Level at FL250 and direct to fqm. TCASII went off with 'traffic' followed by (within 2 seconds) 'descend.' followed RA instruction and as we were descending there was traffic at 10-11 O'clock position. The conflicting traffic was on another center frequency so we did not hear him. They might have been in a descent and we believe they went through their assigned altitude. Our altitude separation was 700 ft at the beginning and ended at 300 ft. Then within 5-7 seconds we were 1000 ft separation. We notified ATC of our RA instructions and they told us after the fact that we had traffic at FL260.

Title: FLC OF A DORNIER 328, DO328, DSNDED FROM ASSIGNED CRUISE ALT IN RESPONSE TO A TCASII RA CAUSED BY AN EMBRAER 145, EMB145, DSNDING THROUGH ASSIGNED ALT.
Narrative: LEVEL AT FL250 AND DIRECT TO FQM. TCASII WENT OFF WITH 'TFC' FOLLOWED BY (WITHIN 2 SECONDS) 'DSND.' FOLLOWED RA INSTRUCTION AND AS WE WERE DSNDING THERE WAS TFC AT 10-11 O'CLOCK POS. THE CONFLICTING TFC WAS ON ANOTHER CTR FREQ SO WE DID NOT HEAR HIM. THEY MIGHT HAVE BEEN IN A DSCNT AND WE BELIEVE THEY WENT THROUGH THEIR ASSIGNED ALT. OUR ALT SEPARATION WAS 700 FT AT THE BEGINNING AND ENDED AT 300 FT. THEN WITHIN 5-7 SECONDS WE WERE 1000 FT SEPARATION. WE NOTIFIED ATC OF OUR RA INSTRUCTIONS AND THEY TOLD US AFTER THE FACT THAT WE HAD TFC AT FL260.
