Narrative:
My student (who is also a CFI) and I were on 1/8 mi final when a student controller in the tower cleared the cherokee for takeoff. Before I could say 'go around' my student jumped on the radio and said, 'hey, isn't small aircraft X cleared to land?' after my student said that, the cherokee (small aircraft Y) stopped and held short of the runway after crossing the hold short lines. The student controller cleared us to land again several seconds later when we were over the runway. Corrective action should have been taken by myself and ATC. I should have taken control of the airplane and gone around. The ATC supervisor should have taken control of the situation as well.
Original NASA ASRS Text
Title: STUDENT PLT, IN A C172 ON SHORT FINAL WITH INSTRUCTOR, REMINDS TWR THAT HE WAS CLRED TO LAND AFTER THE CTLR CLRS A PIPER CHEROKEE FOR TKOF. THE PLT OF THE CHEROKEE HEARD THIS AND STOPPED JUST AFTER THE RWY HOLD SHORT LINE AND THE C172 STUDENT WAS AGAIN CLRED TO LAND BY THE SAME CTLR.
Narrative: MY STUDENT (WHO IS ALSO A CFI) AND I WERE ON 1/8 MI FINAL WHEN A STUDENT CTLR IN THE TWR CLRED THE CHEROKEE FOR TKOF. BEFORE I COULD SAY 'GO AROUND' MY STUDENT JUMPED ON THE RADIO AND SAID, 'HEY, ISN'T SMA X CLRED TO LAND?' AFTER MY STUDENT SAID THAT, THE CHEROKEE (SMA Y) STOPPED AND HELD SHORT OF THE RWY AFTER XING THE HOLD SHORT LINES. THE STUDENT CTLR CLRED US TO LAND AGAIN SEVERAL SECONDS LATER WHEN WE WERE OVER THE RWY. CORRECTIVE ACTION SHOULD HAVE BEEN TAKEN BY MYSELF AND ATC. I SHOULD HAVE TAKEN CTL OF THE AIRPLANE AND GONE AROUND. THE ATC SUPVR SHOULD HAVE TAKEN CTL OF THE SIT AS WELL.
