Narrative:
Student report 10 mi east for advisory -- no response. Student report 5 mi east for advisory -- no response. Observed an aircraft on the runup area for runway 16 S07. Reported left downwind for runway 16 at S07. Heard aircraft transmit he wasn't ready for takeoff. Report base and final to runway 16 S07. As P28A/U crossed the end of the runway 16, a helicopter was hovering approximately 300 ft from runway and right in front of P28A/U. No chance for go around and went under helicopter to uneventful landing. Would have gladly taken a go around if helicopter was seen in time. Aircraft holding was observed and landing continued. My opinion the helicopter had contact with aircraft waiting to take off. We never heard the helicopter, but did hear the aircraft waiting to take off say he'd hold. I can't understand the helicopter hovering over the runway in use and almost vertically over the runway numbers.

Title: A PIPER CHEROKEE INSTRUCTOR AND STUDENT PLT FAILED TO SEE A HELI HOVERING OVER RWY AND DUCKED BENEATH IT TO LAND AT S07.
Narrative: STUDENT RPT 10 MI E FOR ADVISORY -- NO RESPONSE. STUDENT RPT 5 MI E FOR ADVISORY -- NO RESPONSE. OBSERVED AN ACFT ON THE RUNUP AREA FOR RWY 16 S07. RPTED L DOWNWIND FOR RWY 16 AT S07. HEARD ACFT XMIT HE WASN'T READY FOR TKOF. RPT BASE AND FINAL TO RWY 16 S07. AS P28A/U CROSSED THE END OF THE RWY 16, A HELI WAS HOVERING APPROX 300 FT FROM RWY AND RIGHT IN FRONT OF P28A/U. NO CHANCE FOR GAR AND WENT UNDER HELI TO UNEVENTFUL LNDG. WOULD HAVE GLADLY TAKEN A GAR IF HELI WAS SEEN IN TIME. ACFT HOLDING WAS OBSERVED AND LNDG CONTINUED. MY OPINION THE HELI HAD CONTACT WITH ACFT WAITING TO TAKE OFF. WE NEVER HEARD THE HELI, BUT DID HEAR THE ACFT WAITING TO TAKE OFF SAY HE'D HOLD. I CAN'T UNDERSTAND THE HELI HOVERING OVER THE RWY IN USE AND ALMOST VERTLY OVER THE RWY NUMBERS.
