Narrative:
On loope 2 departure, PF would not raise his nose to meet SID altitude. Not all SID altitude constraints on FMS due to not programming transitions. We followed SID manuals but PF would not raise nose. He claimed loss of speed. ATC notified of not meeting 10000 ft over lax, but not 12100 ft over keggs supposed to be at 13000 ft. Supplemental information from acn 432213: unable to reach crossing altitude at lax. Crossed VOR at 9500 ft (500 ft low). Advised departure control we would not make the altitude and they cleared us to continue. Crossed the 8 DME about 800 ft low. Made the crossing restr at the 20 DME (loope) was not actually given relief on the 8 DME (keggs) restr. Supplemental information from acn 432211: due to failure of crew to program in the departure transition the restr to cross keggs at or above 13000 ft was missed.
