Narrative:

Approaching the phk VOR, we had a TCASII advisory of traffic 2000 ft above and to our right. He was within 5 mi and ATC gave us a turn to the left to avoid a parachute drop. This was the first I knew of a parachute drop. As we turned, the first officer saw the jump aircraft. He now appeared to be 1-2 mi at 2-3 O'clock position from us. He was in a steep nose down attitude. He had apparently just completed the drop. He was above a broken cloud formation. The published arrival goes over the phk VOR. Dropping right over the phk VOR appears to be a very unsafe operation. I talked to the west palm beach tower and this is an ongoing problem. Had we missed the controller's turn, we could have been in very close to the jump airspace. Very unsafe!

Title: HAZARDOUS PARACHUTE ACTIVITY OVER PHK ON ARR TO PBI.

Narrative: APCHING THE PHK VOR, WE HAD A TCASII ADVISORY OF TFC 2000 FT ABOVE AND TO OUR R. HE WAS WITHIN 5 MI AND ATC GAVE US A TURN TO THE L TO AVOID A PARACHUTE DROP. THIS WAS THE FIRST I KNEW OF A PARACHUTE DROP. AS WE TURNED, THE FO SAW THE JUMP ACFT. HE NOW APPEARED TO BE 1-2 MI AT 2-3 O'CLOCK POS FROM US. HE WAS IN A STEEP NOSE DOWN ATTITUDE. HE HAD APPARENTLY JUST COMPLETED THE DROP. HE WAS ABOVE A BROKEN CLOUD FORMATION. THE PUBLISHED ARR GOES OVER THE PHK VOR. DROPPING RIGHT OVER THE PHK VOR APPEARS TO BE A VERY UNSAFE OP. I TALKED TO THE WEST PALM BEACH TWR AND THIS IS AN ONGOING PROB. HAD WE MISSED THE CTLR'S TURN, WE COULD HAVE BEEN IN VERY CLOSE TO THE JUMP AIRSPACE. VERY UNSAFE!
