Narrative:
Departed runway 29 cae. Clearance was climb to 2500 ft. At 400 ft AGL we switched to cae departure. They said, 'climb to 10000 ft, cleared direct choo choo VOR.' we were climbing at 3000 FPM. At 2600 ft MSL cae said, 'maintain 2500 ft.' we missed the mooney visually by leveling at 2800 ft. We need TCASII on all freighters and we need it yesterday, not tomorrow!

Title: AN ACR B757 FREIGHTER ACFT WAS CLRED TO CLB THROUGH AN OCCUPIED ALT AND AN NMAC WAS THE RESULT.
Narrative: DEPARTED RWY 29 CAE. CLRNC WAS CLB TO 2500 FT. AT 400 FT AGL WE SWITCHED TO CAE DEP. THEY SAID, 'CLB TO 10000 FT, CLRED DIRECT CHOO CHOO VOR.' WE WERE CLBING AT 3000 FPM.
