ILS approach to runway 16R at smf. Approximately 9 DME, gear lowered. Indications: left -- down and locked, nose -- down and locked. Right -- no down and locked. Vectored around pattern. Recycled gear same results. Accomplished emergency procedures checklist. Declared emergency. Accomplished low approach to visually verify gear down. First officer verified visually. Notified crew and passenger for possible evacuate/evacuation. Touchdown and rollout normal except for gear door extend. No injuries. Callback conversation with reporter revealed the following information: the reporter stated that no corrective maintenance action information was known.
