Narrative:

Air carrier X, a BA32, was filed via jet route requesting 17000 ft. Fdio printed apdr on victor airways. Once airborne and told to proceed on course, the pilot stated he was cleared via his filed route. Route had to be read to him by departure control. This was a case of either malfunction of pre departure clearance or misinterp of pre departure clearance. As no one else had a problem, I would vote for the latter.
