Narrative:
Approaching lga runway 4, tuned lga tower 118.7 about 10 NM from airport. A distracting, loud interference broke squelch. It was so loud as to be painful. Turning volume down made it difficult to hear lga tower but we could hear tower and they could hear us. Tower stated the interference was a long time known problem. It lasted from 10 NM final to about 3 NM out. If it is a long time known problem, please find and stop it!
