Narrative:
Location: hold short runway 22L. Behind air carrier rj at runway 22L, tower gave us clearance to taxi in position and hold. Rj was not yet on the runway when given our clearance, but assumed the rj already had takeoff clearance, and tower was trying to depart both of us before arriving runway 27L traffic. We read back the taxi in position clearance before taking the runway. Tower told arrival runway 27L aircraft to go around, then told us 'I don't remember putting you on the runway but since you are there, I've got to get you off. Fly runway heading cleared for takeoff.' there may have been a blocked radio transmission. In hindsight, the spacing seemed tight. We should have queried the clearance.

Title: ACR WAS CLEARED ONTO RWY 22L AT ORD CAUSING LNDG TFC TO GO AROUND.
Narrative: LOCATION: HOLD SHORT RWY 22L. BEHIND ACR RJ AT RWY 22L, TWR GAVE US CLRNC TO TAXI IN POS AND HOLD. RJ WAS NOT YET ON THE RWY WHEN GIVEN OUR CLRNC, BUT ASSUMED THE RJ ALREADY HAD TKOF CLRNC, AND TWR WAS TRYING TO DEPART BOTH OF US BEFORE ARRIVING RWY 27L TFC. WE READ BACK THE TAXI IN POS CLRNC BEFORE TAKING THE RWY. TWR TOLD ARR RWY 27L ACFT TO GO AROUND, THEN TOLD US 'I DON'T REMEMBER PUTTING YOU ON THE RWY BUT SINCE YOU ARE THERE, I'VE GOT TO GET YOU OFF. FLY RWY HEADING CLRED FOR TKOF.' THERE MAY HAVE BEEN A BLOCKED RADIO XMISSION. IN HINDSIGHT, THE SPACING SEEMED TIGHT. WE SHOULD HAVE QUERIED THE CLRNC.
