Narrative:
Lax tower allowed a VFR C206 to cross in front of our course while we were on the ILS. Then allowed the C206 to bank right in order to get close to us for a photo shoot. This maneuver did not put us in danger but it may have scared our passenger. Both the tower and the pilot of the C206 acted irresponsibly.
