Narrative:
Location: #1 for runway 17R. While holding short of runway 17R at approximately XX00Z due to WX a DC9 was observed landing over the top of one of our aircraft who was on the runway. The controller had cleared them onto the runway prior to stopping all departures. They then instructed that aircraft as well as all others to shut down their engines. While holding we observed a DC9 land on runway 17R over the top of an air carrier X aircraft. No one said anything and when I inquired, the tower on another frequency asked air carrier Y if they had landed on runway 17C. This was done on another frequency and I did not hear the response but did hear the controller give air carrier Y a phone number to contact. The air carrier X aircraft on the runway then asked to exit the runway and asked for the same phone number.

Title: ACR LANDS ON RWY OVER ACFT HOLDING ON RWY MUCH TO DISMAY OF RPTR HOLDING ON TXWY. ALL THIS UNDETECTED BY TWR CTLR.
Narrative: LOCATION: #1 FOR RWY 17R. WHILE HOLDING SHORT OF RWY 17R AT APPROX XX00Z DUE TO WX A DC9 WAS OBSERVED LNDG OVER THE TOP OF ONE OF OUR ACFT WHO WAS ON THE RWY. THE CTLR HAD CLRED THEM ONTO THE RWY PRIOR TO STOPPING ALL DEPS. THEY THEN INSTRUCTED THAT ACFT AS WELL AS ALL OTHERS TO SHUT DOWN THEIR ENGS. WHILE HOLDING WE OBSERVED A DC9 LAND ON RWY 17R OVER THE TOP OF AN ACR X ACFT. NO ONE SAID ANYTHING AND WHEN I INQUIRED, THE TWR ON ANOTHER FREQ ASKED ACR Y IF THEY HAD LANDED ON RWY 17C. THIS WAS DONE ON ANOTHER FREQ AND I DID NOT HEAR THE RESPONSE BUT DID HEAR THE CTLR GIVE ACR Y A PHONE NUMBER TO CONTACT. THE ACR X ACFT ON THE RWY THEN ASKED TO EXIT THE RWY AND ASKED FOR THE SAME PHONE NUMBER.
