Narrative:

While talking to ZLC on frequency 133.6, we had requested and received a clearance to climb from FL280 to FL310. As climb was completed, a frequency change was given to go to 125.57. Shortly after checking in, a descent was given back to FL280. Somewhat surprised, we asked for confirmation that we were to descend back to FL280. It was confirmed and off we went. At FL284, we were told to climb immediately to FL290. Traffic did appear on the TCASII screen but no warnings or resolutions were given by the TCASII computer. If we were only cleared to FL290 and not FL280, in the future, it would be nice to hear something to the effect of 'wrong direction altitude.'
