Narrative:
While descending on the rome arrival to atl, we were given a descent to 10000 ft MSL by 1 controller. We were then switched frequencys to another controller. Passing approximately 10400 ft, atl approach. Told us our altitude should be 11000 ft MSL. I immediately replied that we were cleared to 10000 ft. We received a TCASII RA and complied with the instructions and had the aircraft in sight. I asked approach if there was a problem, and he replied that there was not.

I ASKED APCH IF THERE WAS A PROB, AND HE REPLIED THAT THERE WAS NOT.
