Narrative:

My aircraft had been cleared to land on runway 18R. We had not been given a land and hold short clearance. The first officer was flying the aircraft. He touched down slightly long and maybe 5 KTS fast. It was obvious that we were not going to make the highspd txwys E3 or E5. Passing taxiway E5 at about 80 KTS, the tower cleared air carrier X to cross runways 18R and 18L on taxiway a. The air carrier had landed on runway 13R. The air carrier started to cross the runway in front of us, when the tower asked us if we could make the next highspd, taxiway E6. I answered unable and we cleared the runway on taxiway B just as the air carrier finished clearing. Had we been any faster, there would have been a good chance that we would have hit the jet at the intersection of taxiway a and runway 18R. While we may have been a little fast on landing, and have not aggressively slowed the aircraft, we did not know that the tower was going to clear another aircraft to cross our runway during the landing rollout. Since we had not been issued a land and hold short clearance, another aircraft should not be allowed to cross in front of an aircraft that is in the process of the landing rollout.

Narrative: MY ACFT HAD BEEN CLRED TO LAND ON RWY 18R. WE HAD NOT BEEN GIVEN A LAND AND HOLD SHORT CLRNC. THE FO WAS FLYING THE ACFT. HE TOUCHED DOWN SLIGHTLY LONG AND MAYBE 5 KTS FAST. IT WAS OBVIOUS THAT WE WERE NOT GOING TO MAKE THE HIGHSPD TXWYS E3 OR E5. PASSING TXWY E5 AT ABOUT 80 KTS, THE TWR CLRED ACR X TO CROSS RWYS 18R AND 18L ON TXWY A. THE ACR HAD LANDED ON RWY 13R. THE ACR STARTED TO CROSS THE RWY IN FRONT OF US, WHEN THE TWR ASKED US IF WE COULD MAKE THE NEXT HIGHSPD, TXWY E6. I ANSWERED UNABLE AND WE CLRED THE RWY ON TXWY B JUST AS THE ACR FINISHED CLRING. HAD WE BEEN ANY FASTER, THERE WOULD HAVE BEEN A GOOD CHANCE THAT WE WOULD HAVE HIT THE JET AT THE INTXN OF TXWY A AND RWY 18R. WHILE WE MAY HAVE BEEN A LITTLE FAST ON LNDG, AND HAVE NOT AGGRESSIVELY SLOWED THE ACFT, WE DID NOT KNOW THAT THE TWR WAS GOING TO CLR ANOTHER ACFT TO CROSS OUR RWY DURING THE LNDG ROLLOUT. SINCE WE HAD NOT BEEN ISSUED A LAND AND HOLD SHORT CLRNC, ANOTHER ACFT SHOULD NOT BE ALLOWED TO CROSS IN FRONT OF AN ACFT THAT IS IN THE PROCESS OF THE LNDG ROLLOUT.
