Narrative:
On about 1-2 mi final to runway 8L atl, tower cleared a super tug to cross the runway. At approximately 100-200 ft we were given a go around due to the tug and aircraft in tow on the runway. During missed approach climb out, we received an RA due to an air carrier MD80 departing runway 8R. The aircraft was in sight at the time of the RA but did require us to increase climb and make a tight turn-out on the missed approach. At the time of the approach, atl was doing visual approachs with minimum separation between aircraft. We were 2-3 behind an rj and knew tower did not have room to cross the tug. This was poor planning by the tower. The other aircraft during the RA was in sight before the RA and there was no real risk to either aircraft.

Title: B717 FLT CREW ISSUED GAR DUE TUG CROSSING RWY 8L, EXPERIENCE TCASII RA WITH TFC DEPARTING RWY 8R.
Narrative: ON ABOUT 1-2 MI FINAL TO RWY 8L ATL, TWR CLRED A SUPER TUG TO CROSS THE RWY. AT APPROX 100-200 FT WE WERE GIVEN A GAR DUE TO THE TUG AND ACFT IN TOW ON THE RWY. DURING MISSED APCH CLBOUT, WE RECEIVED AN RA DUE TO AN ACR MD80 DEPARTING RWY 8R. THE ACFT WAS IN SIGHT AT THE TIME OF THE RA BUT DID REQUIRE US TO INCREASE CLB AND MAKE A TIGHT TURN-OUT ON THE MISSED APCH. AT THE TIME OF THE APCH, ATL WAS DOING VISUAL APCHS WITH MINIMUM SEPARATION BTWN ACFT. WE WERE 2-3 BEHIND AN RJ AND KNEW TWR DID NOT HAVE ROOM TO CROSS THE TUG. THIS WAS POOR PLANNING BY THE TWR. THE OTHER ACFT DURING THE RA WAS IN SIGHT BEFORE THE RA AND THERE WAS NO REAL RISK TO EITHER ACFT.
