Narrative:

Preflight for departure from las. Captain leaves cockpit to address a minor servicing (ground service) deficiency. Returns to cockpit with jump seater 'in tow.' jump seater is company station manager. I assume station manager is traveling with appropriate authority/authorized (cockpit observer) since flight is full. During conversation (in cruise) station manager mentions purpose of trip is pleasure. I doubt (very much) proper authority/authorized for cockpit observer was issued. Flight was uneventful. Cockpit observer behaved professionally, no issues to report other than possible non compliance.
