Narrative:
Flight from iad to teb. Cleared to maintain 17000 ft and 320 KIAS or greater. ZNY cleared us for descent to cross somto (metropolitan 4 to teb) intersection at 11000 ft. No change was mentioned on speed. 8 mi before ard VOR, we were cleared to 8000 ft to cross ard VOR at 8000 ft. Slowed aircraft as fast as possible, deployed speed brakes. Crossed ard VOR at 8000 ft, then given vector heading 040 degrees. Aircraft leveled at 7900 ft, speed brakes still deployed. Autothrottles advanced to hold 240 KIAS speed. I initially retracted speed brakes a little too quickly. Aircraft compensated by climbing to 8250 ft. Altitude alert chime did go off. Disconnected autoplt, leveled at 8000 ft, then given descent to 5000 ft. ATC said nothing about altitude. I was not impressed with my performance.

CROSSED ARD VOR AT 8000 FT, THEN GIVEN VECTOR HDG 040 DEGS. ACFT LEVELED AT 7900 FT, SPD BRAKES STILL DEPLOYED. AUTOTHROTTLES ADVANCED TO HOLD 240 KIAS SPD.
