Narrative:
Aircraft came in with mco on #3 engine -- 13TH stage bleed air modulating/shutoff valve. Write-up for troubleshooting did not seem to support MEL. MEL said valve was stuck open, but write-up said pressure was low. Called dispatcher and maintenance coordinator. They agreed MEL calling for valve closed was appropriate. Contacted contract maintenance who changed to mco. Aircraft flew one flight with wrong MEL.
