Narrative:
Flight was in descent, oma-mdw, with a clearance given to cross 10 mi west of jot VOR at 6000 ft. The descent clearance was given late, so I was in the process of getting relief on the restr since we were high. Crossing +/-7000 ft, we got a TCASII TA and stopped the descent at 7000 ft. We advised ATC we were doing so and therefore would not make the crossing restr. The jump seater advised us the traffic passed under us less than 1 mi off to the right. He idented it as a white piper aztec. ATC only advised us of the traffic. Had we not stopped the descent we would have passed the traffic at the same altitude, and closer than 1 mi. At the time we were talking to chicago.

Title: RPTR'S ACFT X RESPONDED TO A TCASII ALERT, LEVELED ACFT OFF UNTIL CLR OF ACFT Y, THEN RESUMED DSCNT. THE XING RESTR WAS NOT MET BECAUSE OF THIS.
Narrative: FLT WAS IN DSCNT, OMA-MDW, WITH A CLRNC GIVEN TO CROSS 10 MI W OF JOT VOR AT 6000 FT. THE DSCNT CLRNC WAS GIVEN LATE, SO I WAS IN THE PROCESS OF GETTING RELIEF ON THE RESTR SINCE WE WERE HIGH. XING +/-7000 FT, WE GOT A TCASII TA AND STOPPED THE DSCNT AT 7000 FT. WE ADVISED ATC WE WERE DOING SO AND THEREFORE WOULD NOT MAKE THE XING RESTR. THE JUMP SEATER ADVISED US THE TFC PASSED UNDER US LESS THAN 1 MI OFF TO THE R. HE IDENTED IT AS A WHITE PIPER AZTEC. ATC ONLY ADVISED US OF THE TFC. HAD WE NOT STOPPED THE DSCNT WE WOULD HAVE PASSED THE TFC AT THE SAME ALT, AND CLOSER THAN 1 MI. AT THE TIME WE WERE TALKING TO CHICAGO.
