Narrative:
Lhr is unable to fuel aircraft equipment to release fuel. This causes a great deal of problems and confusion at departure time. Today I had to change the release on flight WWW 4 times at departure time. Flts xx, YYY, and ZZZ also had to be redispatched at departure time due to fueling problems. Several of these flts were on re-releases which only makes the problem worse. Mistakes will be made if this situation is not corrected. The dispatcher and captain should determine the release fuel, not the fueler.

Title: LHR FUELER WAS UNABLE TO LOAD ACFT WITH THE PLANNED FUEL LOAD.
Narrative: LHR IS UNABLE TO FUEL ACFT EQUIP TO RELEASE FUEL. THIS CAUSES A GREAT DEAL OF PROBS AND CONFUSION AT DEP TIME. TODAY I HAD TO CHANGE THE RELEASE ON FLT WWW 4 TIMES AT DEP TIME. FLTS XX, YYY, AND ZZZ ALSO HAD TO BE REDISPATCHED AT DEP TIME DUE TO FUELING PROBS. SEVERAL OF THESE FLTS WERE ON RE-RELEASES WHICH ONLY MAKES THE PROB WORSE. MISTAKES WILL BE MADE IF THIS SIT IS NOT CORRECTED. THE DISPATCHER AND CAPT SHOULD DETERMINE THE RELEASE FUEL, NOT THE FUELER.
