Narrative:
In heavy WX on approach for runway 9R at mia, controller ws so busy he forgot to ask us to descend and/or slow. We attempted to make contact with approach without result. He then told us to switch to tower. Upon initial contact with tower, we executed a missed approach. Previous controller did not do the handoff and tower had no idea we were there. Joined downwind for runway 12 per tower and landed without further incident.

Title: RPTR STATES THAT APCH CTLR WAS TOO BUSY TO PROVIDE RPTR'S ACFT X WITH APPROPRIATE ATC CLRNCS PRIOR TO SWITCHING TO TWR. ACCORDING TO RPTR, NO INFO WAS GIVEN TO TWR BY APCH. THIS LEFT ACFT HIGH AND FAST. RPTR'S ACFT HAD TO EXECUTE A GAR.
Narrative: IN HVY WX ON APCH FOR RWY 9R AT MIA, CTLR WS SO BUSY HE FORGOT TO ASK US TO DSND AND/OR SLOW. WE ATTEMPTED TO MAKE CONTACT WITH APCH WITHOUT RESULT. HE THEN TOLD US TO SWITCH TO TWR. UPON INITIAL CONTACT WITH TWR, WE EXECUTED A MISSED APCH. PREVIOUS CTLR DID NOT DO THE HDOF AND TWR HAD NO IDEA WE WERE THERE. JOINED DOWNWIND FOR RWY 12 PER TWR AND LANDED WITHOUT FURTHER INCIDENT.
