Narrative:
While on an IFR flight from amt to 7n1, I was informed 2 times by the ZNY controller that my altitude was 300 ft low. The first time was shortly after being xferred from ZOB to ZNY while at 7000 ft and the second time after descending to 5000 ft. On climb out from amt, I noticed that the kollsman window setting was not moving while trying to adjust the altimeter setting as prescribed by ZID while the altimeter needles did move. Since the WX was VFR en route, I elected to continue without making further altimeter adjustments. The altimeter remained within tolerance until ZNY. The altimeter had been overhauled within the past 6 months and had been sent back for correction and repair. Upon landing, it was determined that the altitude was off by 200 ft.

Title: A COMMERCIAL INST RATED PLT FLYING A C182 IN ZNY AIRSPACE FAILED TO MAINTAIN ALT AS ASSIGNED BY ATC.
Narrative: WHILE ON AN IFR FLT FROM AMT TO 7N1, I WAS INFORMED 2 TIMES BY THE ZNY CTLR THAT MY ALT WAS 300 FT LOW. THE FIRST TIME WAS SHORTLY AFTER BEING XFERRED FROM ZOB TO ZNY WHILE AT 7000 FT AND THE SECOND TIME AFTER DSNDING TO 5000 FT. ON CLBOUT FROM AMT, I NOTICED THAT THE KOLLSMAN WINDOW SETTING WAS NOT MOVING WHILE TRYING TO ADJUST THE ALTIMETER SETTING AS PRESCRIBED BY ZID WHILE THE ALTIMETER NEEDLES DID MOVE. SINCE THE WX WAS VFR ENRTE, I ELECTED TO CONTINUE WITHOUT MAKING FURTHER ALTIMETER ADJUSTMENTS. THE ALTIMETER REMAINED WITHIN TOLERANCE UNTIL ZNY. THE ALTIMETER HAD BEEN OVERHAULED WITHIN THE PAST 6 MONTHS AND HAD BEEN SENT BACK FOR CORRECTION AND REPAIR. UPON LNDG, IT WAS DETERMINED THAT THE ALT WAS OFF BY 200 FT.
