Narrative:
The telephone company communications equipment at local clearance delivery radar east and radar west provide no side-tone during either xmissions or overrides from other position within the facility. This has led to several instances of ATC specialists having stuck mikes and delays in coordination with other controllers. This presents a potential safety concern due to the disruption of communications from pilot to controller and controller to controller.
