Approach control xferred us to tower at 14 mi. The captain called the tower at 14 mi with no response. He called again at 13 mi and was acknowledged by a female controller. At 5 mi on localizer course and on GS with autoplt engaged and autothrottles on we received a TCASII TA. Traffic on TCASII was 700 ft low to our right. No visual contact was made. Then we got a TCASII TA. Traffic on TCASII was 300 ft low to our right. I, the first officer, got a visual of a cessna northbound 300 ft low slightly behind us to our right. I disconnected the autoplt and reduced vertical speed. RA immediately stopped. The captain notified msp tower after landing on a recorded line. We were never notified by the tower controller of the traffic.
