Narrative:
Approaching runway 22L, tower cleared an aircraft for takeoff on runway 22L. Runway 22R had one waiting for takeoff also. Inside 1000 ft, tower asked us to sidestep to runway 22R. I looked out and saw aircraft on both runways with no movement. Decided to go around. Looked back out and aircraft was finally moving on runway 22R. Already in go around mode. Supplemental information from acn 443922: captain made go around at 1000 ft. Aircraft on both runways.

Title: B727 FLC MADE A GAR AT 1000 FT ON APCH TO EWR. THE ACFT HAD BEEN ASKED TO SIDESTEP TO THE PARALLEL RWY TO BE VACATED PRIOR TO THE LNDG.
Narrative: APCHING RWY 22L, TWR CLRED AN ACFT FOR TKOF ON RWY 22L. RWY 22R HAD ONE WAITING FOR TKOF ALSO. INSIDE 1000 FT, TWR ASKED US TO SIDESTEP TO RWY 22R. I LOOKED OUT AND SAW ACFT ON BOTH RWYS WITH NO MOVEMENT. DECIDED TO GO AROUND. LOOKED BACK OUT AND ACFT WAS FINALLY MOVING ON RWY 22R. ALREADY IN GAR MODE.
