Narrative:
Because of a need to use runway 19 at teb, we were cleared for the dalton departure. During taxi out, the sic called ground control to clarify this departure. The concern arose because of a disagreement between myself and the sic. Ground control said we must remain within 4 DME teb VOR, 1300 ft MSL, less than or equal to 190 KTS until advised. 'Does this mean to orbit teb VOR?' ground control, 'affirmative' -- and that's what we did. Our flight is depicted on the chart in dotted plot. When new york departure control called us 'where are you going?' and we told him we were flying the procedure, 'not even close' was his reply. I believe the procedure is ambiguously worded, and I called new york departure phone number upon arrival at ack. My best interpretation tells me I will 'always' be within 4 NM when completing the turn to 280 degrees after 800 ft MSL, but to remain within 4 NM of teb VOR, traveling at 190 KIAS, I will have to start turning right from the 280 degree heading prior to reaching 4 DME of teb VOR. Can this departure be rewritten and/or redepicted? Upon calling new york departure control, the supervisor acknowledged the confusing departure and agreed it should be rewritten. He said 'in the future, just fly the 280 degree heading at 1300 ft MSL, 190 KTS or less.' I will not ask for this departure in future.
