Narrative:
Air carrier XXX was descended from FL240 to FL180 through air carrier YYY at FL230. Both aircraft were sbound with air carrier YYY on a radar vector to provide separation. The vector didn't work.

Title: AN ARTCC CTLR VECTORED AN ACFT BUT LOST SEPARATION NEAR SIE.
Narrative: ACR XXX WAS DSNDED FROM FL240 TO FL180 THROUGH ACR YYY AT FL230. BOTH ACFT WERE SBOUND WITH ACR YYY ON A RADAR VECTOR TO PROVIDE SEPARATION. THE VECTOR DIDN'T WORK.
