Narrative:
Medium large transport X en route phl turned east to insure intrail separation. Medium large transport Y eastbound from behind. Both at 15000 ft. Turned medium large transport X back left to dqo and he started to get too close to medium large transport Y. I descended medium large transport Y to 13000. Separation was lost and regained in the next 20 seconds.
