Narrative:
Myself and 2 other planes (the 3RD was a pitts S1) overflew the airport parallel to runway east of centerline in formation. 2 passes were made. After 2ND pass we separated and individually entered traffic pattern for landing. My approach ended in a go around because of people observing parked aircraft that sat between the taxiway and runway. 2ND approach ended with full stop landing after I observed the people remaining close to the parked airplane. Problem (alleged) became known when I received a letter from the seattle FSDO that they were investigating an incident where my aircraft was observed operating within 500 ft of persons or property. Contributing factors were the abnormal parking arrangements for the aircraft and the unusually large number of people.

Title: OBSERVER RPTS 3 ACFT OPERATING TOO CLOSE TO PEOPLE ON AN ARPT TO FSDO. PLTS DISAGREE. FSDO INVESTIGATES.
Narrative: MYSELF AND 2 OTHER PLANES (THE 3RD WAS A PITTS S1) OVERFLEW THE ARPT PARALLEL TO RWY E OF CTRLINE IN FORMATION. 2 PASSES WERE MADE. AFTER 2ND PASS WE SEPARATED AND INDIVIDUALLY ENTERED TFC PATTERN FOR LNDG. MY APCH ENDED IN A GAR BECAUSE OF PEOPLE OBSERVING PARKED ACFT THAT SAT BTWN THE TXWY AND RWY. 2ND APCH ENDED WITH FULL STOP LNDG AFTER I OBSERVED THE PEOPLE REMAINING CLOSE TO THE PARKED AIRPLANE. PROB (ALLEGED) BECAME KNOWN WHEN I RECEIVED A LETTER FROM THE SEATTLE FSDO THAT THEY WERE INVESTIGATING AN INCIDENT WHERE MY ACFT WAS OBSERVED OPERATING WITHIN 500 FT OF PERSONS OR PROPERTY.
