Narrative:

On aug/xa/99 at approximately XA30, I entered the bagroom at ZZZ airport to check ground service equipment (service checks). I parked my truck and started checking equipment. I noticed a cleaner with a dust pan and broom, but continued to do my job. After a short time, the cleaner approached me from the rear and asked me if I checked all ramp equipment. I was writing on my clipboard and never looked up at the cleaner. I replied 'yes' and kept on working. When I got back into the truck, the cleaner approached and showed me his FAA identify and said I was being written up for not challenging him. I replied I was doing a job and never made eye contact with him to see his badge. I know we are all responsible for security, but this is carrying things a little too far.

Title: GND SVC TECHNICIAN WAS CITED FOR NOT CHALLENGING AN FAA SAFETY INSPECTOR DISGUISED AS A CLEANER.

Narrative: ON AUG/XA/99 AT APPROX XA30, I ENTERED THE BAGROOM AT ZZZ ARPT TO CHK GND SVC EQUIP (SVC CHKS). I PARKED MY TRUCK AND STARTED CHKING EQUIP. I NOTICED A CLEANER WITH A DUST PAN AND BROOM, BUT CONTINUED TO DO MY JOB. AFTER A SHORT TIME, THE CLEANER APCHED ME FROM THE REAR AND ASKED ME IF I CHKED ALL RAMP EQUIP. I WAS WRITING ON MY CLIPBOARD AND NEVER LOOKED UP AT THE CLEANER. I REPLIED 'YES' AND KEPT ON WORKING. WHEN I GOT BACK INTO THE TRUCK, THE CLEANER APCHED AND SHOWED ME HIS FAA IDENT AND SAID I WAS BEING WRITTEN UP FOR NOT CHALLENGING HIM. I REPLIED I WAS DOING A JOB AND NEVER MADE EYE CONTACT WITH HIM TO SEE HIS BADGE. I KNOW WE ARE ALL RESPONSIBLE FOR SECURITY, BUT THIS IS CARRYING THINGS A LITTLE TOO FAR.
