Narrative:

A flight on aug/xa/99 at approximately XA00. After contacting ground control we were given clearance to taxi to runway 36, hold short of approach to runway 3. As we began a slow taxi out, we commented on the fact that no signs were posted to indicate a hold short area. Some black paint appeared to cover over old hold short lines. Seeing this, we immediately stopped our taxi and queried ground who instructed us to expedite our taxi to runway 36 and that we had already gone through the hold short area. As we finished our taxi to runway 36, a C172 passed approximately 150 ft overhead. Ground control never said anything else. However, we believe an unsafe condition exists -- the lack of hold short signs and markings creates confusion and concern.

Title: AN EMB120 FLC RPTS BEING UNABLE TO SEE THE RWY 3 HOLD SHORT LINE AT MSN. THIS RESULTED IN AN ACFT PASSING OVERHEAD WHILE LNDG.

Narrative: A FLT ON AUG/XA/99 AT APPROX XA00. AFTER CONTACTING GND CTL WE WERE GIVEN CLRNC TO TAXI TO RWY 36, HOLD SHORT OF APCH TO RWY 3. AS WE BEGAN A SLOW TAXI OUT, WE COMMENTED ON THE FACT THAT NO SIGNS WERE POSTED TO INDICATE A HOLD SHORT AREA. SOME BLACK PAINT APPEARED TO COVER OVER OLD HOLD SHORT LINES. SEEING THIS, WE IMMEDIATELY STOPPED OUR TAXI AND QUERIED GND WHO INSTRUCTED US TO EXPEDITE OUR TAXI TO RWY 36 AND THAT WE HAD ALREADY GONE THROUGH THE HOLD SHORT AREA. AS WE FINISHED OUR TAXI TO RWY 36, A C172 PASSED APPROX 150 FT OVERHEAD. GND CTL NEVER SAID ANYTHING ELSE. HOWEVER, WE BELIEVE AN UNSAFE CONDITION EXISTS -- THE LACK OF HOLD SHORT SIGNS AND MARKINGS CREATES CONFUSION AND CONCERN.
