Narrative:
5 mins before departure, flight crew informed us that #1 VHF would not transmit, only receive. The full time mechanic went into the east&east compartment and said he swapped #1 VHF communication with the spare on board. I went upstairs and checked operation of radio and found to be working normal. I then signed off the logbook as replacing #1 VHF communication receiver and checks good. (In reality the mechanic swapped #1 navigation receiver with spare.)

Title: A B727-100 WAS DISPATCHED IN NON COMPLIANCE WITH AN INOP #1 COM TRANSCEIVER REPLACED WITH SPARE NAV RECEIVER.
Narrative: 5 MINS BEFORE DEP, FLC INFORMED US THAT #1 VHF WOULD NOT XMIT, ONLY RECEIVE. THE FULL TIME MECH WENT INTO THE E&E COMPARTMENT AND SAID HE SWAPPED #1 VHF COM WITH THE SPARE ON BOARD. I WENT UPSTAIRS AND CHKED OP OF RADIO AND FOUND TO BE WORKING NORMAL. I THEN SIGNED OFF THE LOGBOOK AS REPLACING #1 VHF COM RECEIVER AND CHKS GOOD.
