Narrative:
On sep/tue/99, we received our scheduled aircraft xyz, a dash-8/200 in phoenix, az. We noticed at preflight the flight attendant PA system was inoperative and written up. We failed to notice this was a class 'B' category MEL, entered sep/xx/99. Our flight from las vegas, bakersfield to phoenix on sep/wed/99 exceeded the time limit on the category 'B' MEL making this aircraft illegal. This category could have been extended if we were alert to the correct MEL category. We overlooked this by thinking this MEL was a category 'C' allowing us 10 days time for repair. This could have been avoided by using better communication skills, from an easier, less involved MEL research, dispatch awareness, and captain to first officer communication.

Title: A DASH 8-200 WAS DISPATCHED IN NON COMPLIANCE WITH A DEFERRED ITEM ON THE PA OUT OF LIMITS FOR REPAIR.
Narrative: ON SEP/TUE/99, WE RECEIVED OUR SCHEDULED ACFT XYZ, A DASH-8/200 IN PHOENIX, AZ. WE NOTICED AT PREFLT THE FLT ATTENDANT PA SYS WAS INOP AND WRITTEN UP. WE FAILED TO NOTICE THIS WAS A CLASS 'B' CATEGORY MEL, ENTERED SEP/XX/99. OUR FLT FROM LAS VEGAS, BAKERSFIELD TO PHOENIX ON SEP/WED/99 EXCEEDED THE TIME LIMIT ON THE CATEGORY 'B' MEL MAKING THIS ACFT ILLEGAL. THIS CATEGORY COULD HAVE BEEN EXTENDED IF WE WERE ALERT TO THE CORRECT MEL CATEGORY. WE OVERLOOKED THIS BY THINKING THIS MEL WAS A CATEGORY 'C' ALLOWING US 10 DAYS TIME FOR REPAIR. THIS COULD HAVE BEEN AVOIDED BY USING BETTER COM SKILLS, FROM AN EASIER, LESS INVOLVED MEL RESEARCH, DISPATCH AWARENESS, AND CAPT TO FO COM.
