Loss of power, switched tanks boost pump. Called for full power with no response, declared emergency, but realized couldn't reach field. Set up to land on highway. Too many cars, power lines. Elected to put it in water. No injuries, no property damage, except aircraft. Plenty of fuel on board (100LL).
