Both aircraft assigned headings. Action appeared to provide separation. Moments later, aircraft looked to be a factor again. Additional turns issued, radar data on citation Y began fluctuation. Radar target was double bright and not steady. Aircraft turned again. Aedp actuated at 4.6 NM.

Title: ZID CTLR ISSUES VECTOR HDGS FOR 2 ACFT ON PARALLEL, SAME ALT COURSES, BUT ACTIONS ARE NOT SUFFICIENT TO MAINTAIN LATERAL SEPARATION.
Narrative: BOTH ACFT ASSIGNED HDGS. ACTION APPEARED TO PROVIDE SEPARATION. MOMENTS LATER, ACFT LOOKED TO BE A FACTOR AGAIN. ADDITIONAL TURNS ISSUED, RADAR DATA ON CITATION Y BEGAN FLUCTUATION. RADAR TARGET WAS DOUBLE BRIGHT AND NOT STEADY. ACFT TURNED AGAIN. AEDP ACTUATED AT 4.6 NM.
