Narrative:

Localizer: mia. B757 on short final 100 ft off ground rolled 25 degree left and then 25 degree right after encountering wake turbulence while landing on runway 12. A DC10 had just departed runway 9 and no advisory was given to the B757 flight and no separation provided. Controller acknowledged mistake but this has happened many times at mia and no action seems to prevent it from happening again. Maybe an incident or accident will correct this situation. I observed all this while awaiting takeoff. Had the aircraft hit the ground he could have wiped out all the aircraft awaiting takeoff for runway 9 and runway 12 at mia.
