Maintenance ferry from mdw. First officer low time/recency. He was making/missing radio calls and captain was assisting first officer. The 13000 ft leveloff was missed. Recovery was immediate. ATC notified of overshoot. They replied, 'no problem,' and cleared us to new altitude.

Narrative: MAINT FERRY FROM MDW. FO LOW TIME/RECENCY. HE WAS MAKING/MISSING RADIO CALLS AND CAPT WAS ASSISTING FO. THE 13000 FT LEVELOFF WAS MISSED. RECOVERY WAS IMMEDIATE. ATC NOTIFIED OF OVERSHOOT. THEY REPLIED, 'NO PROB,' AND CLRED US TO NEW ALT.
