Narrative:
I had done an ILS approach to cak airport the evening before because of the low and risky minimums at home base airport. I had been on a long cross country trip, IFR conditions. I was now back to take the aircraft to home base hangar 20 mi to east. Called control, given clearance and taxi instructions -- VFR flight. Taxied to runway 1 intersection for shorter takeoff, stopped at yellow line, did run-up and check. Switched to tower, drifted beyond yellow line. A plane on final for runway 1 was landing. I had noticed this. I was stopped just a few ft beyond yellow line but was not on runway 1. The landing plane was instructed to go around, which he did. I was told to make a 180 degree turn, which I did. I was given a phone number to call and did that when I returned home. They needed my name, address, etc, to file report. Because I fly generally out of uncontrolled airports, I was not all that comfortable with clearance, ground and takeoff procedures. I will need more training and actual experience in that control environment.

Title: A PVT INST RATED PLT FLYING A PA28 FAILS TO HOLD SHORT OF THE ACTIVE RWY AS INSTRUCTED BY ATC.
Narrative: I HAD DONE AN ILS APCH TO CAK ARPT THE EVENING BEFORE BECAUSE OF THE LOW AND RISKY MINIMUMS AT HOME BASE ARPT. I HAD BEEN ON A LONG XCOUNTRY TRIP, IFR CONDITIONS. I WAS NOW BACK TO TAKE THE ACFT TO HOME BASE HANGAR 20 MI TO E. CALLED CTL, GIVEN CLRNC AND TAXI INSTRUCTIONS -- VFR FLT. TAXIED TO RWY 1 INTXN FOR SHORTER TKOF, STOPPED AT YELLOW LINE, DID RUN-UP AND CHK. SWITCHED TO TWR, DRIFTED BEYOND YELLOW LINE. A PLANE ON FINAL FOR RWY 1 WAS LNDG. I HAD NOTICED THIS. I WAS STOPPED JUST A FEW FT BEYOND YELLOW LINE BUT WAS NOT ON RWY 1. THE LNDG PLANE WAS INSTRUCTED TO GO AROUND, WHICH HE DID. I WAS TOLD TO MAKE A 180 DEG TURN, WHICH I DID. I WAS GIVEN A PHONE NUMBER TO CALL AND DID THAT WHEN I RETURNED HOME. THEY NEEDED MY NAME, ADDRESS, ETC, TO FILE RPT. BECAUSE I FLY GENERALLY OUT OF UNCTLED ARPTS, I WAS NOT ALL THAT COMFORTABLE WITH CLRNC, GND AND TKOF PROCS. I WILL NEED MORE TRAINING AND ACTUAL EXPERIENCE IN THAT CTL ENVIRONMENT.
