Narrative:
On oct/xa/99 aircraft xyz arrived in ZZZ on flight XXX at XK45. During walkaround, found hydraulic service center drain mast missing -- knocked off from base. Informed mechanic in charge wxxyy of damage. Entered item in aircraft log and referred to MEL and cdl. Conferred with mechanic in charge and no references to drain mast in either MEL or cdl. By mistake I mco'ed and placarded missing component MEL/cdl not applicable. I thought about calling air carrier maintenance coordinator about maintenance carryover entered but, not being a critical system component, I didn't. In the future, whenever in doubt, I will call air carrier maintenance coordinator to verify the proper methods to follow. In which this case an engineering variation authority/authorized was necessary as informed by air carrier maintenance coordinator after aircraft had departed on schedule XM00.

Title: AN L1011-250 WAS DISPATCHED IN NON COMPLIANCE WITH THE HYD SVC COMPARTMENT DRAIN MAST MISSING AND DEFERRED WITH NO AUTH.
Narrative: ON OCT/XA/99 ACFT XYZ ARRIVED IN ZZZ ON FLT XXX AT XK45. DURING WALKAROUND, FOUND HYD SVC CTR DRAIN MAST MISSING -- KNOCKED OFF FROM BASE. INFORMED MECH IN CHARGE WXXYY OF DAMAGE. ENTERED ITEM IN ACFT LOG AND REFERRED TO MEL AND CDL. CONFERRED WITH MECH IN CHARGE AND NO REFS TO DRAIN MAST IN EITHER MEL OR CDL.
