Narrative:
While descending through FL200, ZDC gave us a clearance to cross the somto intersection at 13000 ft and then descend and maintain 12000 ft. We were about 21 mi from somto intersection when given the crossing clrncs. I did not take into consideration, prior to accepting the clearance, the tailwind, approximately 50-60 KTS, during the descent and crossed the somto intersection 1500 ft above the clearance crossing altitude of 13000 ft. I had the first officer inform the controller approximately 5 mi from the somto intersection that we will be high. There were no other aircraft in our vicinity when crossing the somto intersection. Used the TCASII display for reference.

Title: AN MD80S CAPT DID NOT TAKE INTO ACCOUNT A SUBSTANTIAL TAILWIND AS HE DSNDED AND COULD NOT MEET HIS XING RESTR.
Narrative: WHILE DSNDING THROUGH FL200, ZDC GAVE US A CLRNC TO CROSS THE SOMTO INTXN AT 13000 FT AND THEN DSND AND MAINTAIN 12000 FT. WE WERE ABOUT 21 MI FROM SOMTO INTXN WHEN GIVEN THE XING CLRNCS. I DID NOT TAKE INTO CONSIDERATION, PRIOR TO ACCEPTING THE CLRNC, THE TAILWIND, APPROX 50-60 KTS, DURING THE DSCNT AND CROSSED THE SOMTO INTXN 1500 FT ABOVE THE CLRNC XING ALT OF 13000 FT. I HAD THE FO INFORM THE CTLR APPROX 5 MI FROM THE SOMTO INTXN THAT WE WILL BE HIGH. THERE WERE NO OTHER ACFT IN OUR VICINITY WHEN XING THE SOMTO INTXN. USED THE TCASII DISPLAY FOR REF.
