Narrative:
C182 (aircraft X) was issued an eastbound vector for base leg to ILS runway 16L to hef. I was also working iad arrs inbound on coatt 3 (barin intersection) STAR. I was distraction with sequencing arrs for iad. I forgot to turn C182 onto localizer for ILS runway 16L to hef. C182 continued east straight across localizer 1L&right to iad. C182 was issued traffic (GLF2, aircraft Y) northbound on iad runway 1R localizer. C182 saw traffic. GLF2 had approach clearance canceled and was assigned an altitude above C182.
