Narrative:
ATC approach control issued descent from 7000 ft to 4000 ft. We affirmed the call and began descent. ATC was speaking very rapidly and did not challenge our readback. As we passed 6000 ft, controller informed us that the descent was meant for another aircraft and told us go ahead and descend to 5000 ft and quickly changed that to 4000 ft. He informed another flight that they should have descended and cleared them down to 4000 ft also. We informed him that it would be best if he slowed down his rapid speech. He said, 'people need to listen up.' other aircraft agreed speech too fast. Rest of approach normal. No conflicts noted.

Title: CTLR SPEECH RATE TOO FAST TO BE UNDERSTANDABLE CAUSES CONFUSION FOR ACFT IN CLASS B AIRSPACE.
Narrative: ATC APCH CTL ISSUED DSCNT FROM 7000 FT TO 4000 FT. WE AFFIRMED THE CALL AND BEGAN DSCNT. ATC WAS SPEAKING VERY RAPIDLY AND DID NOT CHALLENGE OUR READBACK. AS WE PASSED 6000 FT, CTLR INFORMED US THAT THE DSCNT WAS MEANT FOR ANOTHER ACFT AND TOLD US GO AHEAD AND DSND TO 5000 FT AND QUICKLY CHANGED THAT TO 4000 FT. HE INFORMED ANOTHER FLT THAT THEY SHOULD HAVE DSNDED AND CLRED THEM DOWN TO 4000 FT ALSO. WE INFORMED HIM THAT IT WOULD BE BEST IF HE SLOWED DOWN HIS RAPID SPEECH. HE SAID, 'PEOPLE NEED TO LISTEN UP.' OTHER ACFT AGREED SPEECH TOO FAST. REST OF APCH NORMAL. NO CONFLICTS NOTED.
