Narrative:
While conducting an IOE supervised walkaround of our aircraft, my student and I were approached by an individual in civilian clothing. He requested access back via the loading bridge. I noticed he was not displaying an identify and I requested to see one. He said he had left it upstairs. I told him he was not allowed on the ramp area without an identify. He said he understood that. In haste to complete our training and expedite removing the individual from the 'secure' ramp area, I gave him the access code to the loading bridge. As he left, I noted he was not carrying any bags or packages. Upon completion of our walkaround, we found the individual trying to come back down the loading bridge stairs. I told him I could not allow him back on the ramp without proper identify. At this time he idented himself as an FAA security inspector. He explained how he had accessed the 'secure aoa' by tailgating someone into the in-flight offices. He remained there until he was able to again tailgate someone out of the offices onto the 'secure ramp area.' I am not aware of how long he was on the ramp prior to talking with us. After this discussion he requested my name. We then continued with our duties. Upon return to the cockpit we requested a supervisor and made a report of this incident. Supplemental information from acn 453897: I was on my IOE getting checked out as captain on the B747-400 by a line check airman captain. On this leg of the IOE we were doing my exterior chkout and had just started the walkaround when a young man holding a clipboard approached us. After we finished the walkaround we met the same man coming down the steps of the jetway. The line check airman captain said he could not be out here without an identify and that he would have to come inside with us.

Title: A B747-400 LINE CHK AIRMAN WAS INSPECTING THE IOE CAPT'S EXTERIOR WALKAROUND WHEN A MAN WHO LATER IDENTED HIMSELF AS AN FAA INSPECTOR APCHED THEM NOT WEARING THE PROPER IDENT.
Narrative: WHILE CONDUCTING AN IOE SUPERVISED WALKAROUND OF OUR ACFT, MY STUDENT AND I WERE APCHED BY AN INDIVIDUAL IN CIVILIAN CLOTHING. HE REQUESTED ACCESS BACK VIA THE LOADING BRIDGE. I NOTICED HE WAS NOT DISPLAYING AN IDENT AND I REQUESTED TO SEE ONE. HE SAID HE HAD LEFT IT UPSTAIRS. I TOLD HIM HE WAS NOT ALLOWED ON THE RAMP AREA WITHOUT AN IDENT. HE SAID HE UNDERSTOOD THAT. HE REMAINED THERE UNTIL HE WAS ABLE TO AGAIN TAILGATE SOMEONE OUT OF THE OFFICES ONTO THE 'SECURE RAMP AREA.' I AM NOT AWARE OF HOW LONG HE WAS ON THE RAMP PRIOR TO TALKING WITH US. AFTER THIS DISCUSSION HE REQUESTED MY NAME. WE THEN CONTINUED WITH OUR DUTIES. UPON RETURN TO THE COCKPIT WE REQUESTED A SUPVR AND MADE A RPT OF THIS INCIDENT. SUPPLEMENTAL INFO FROM ACN 453897: I WAS ON MY IOE GETTING CHKED OUT AS CAPT ON THE B747-400 BY A LINE CHK AIRMAN CAPT. ON THIS LEG OF THE IOE WE WERE DOING MY EXTERIOR CHKOUT AND HAD JUST STARTED THE WALKAROUND WHEN A YOUNG MAN HOLDING A CLIPBOARD APCHED US. AFTER WE FINISHED THE WALKAROUND WE MET THE SAME MAN COMING DOWN THE STEPS OF THE JETWAY. THE LINE CHK AIRMAN CAPT SAID HE COULD NOT BE OUT HERE WITHOUT AN IDENT AND THAT HE WOULD HAVE TO COME INSIDE WITH US.
