Narrative:
Flying milton 3 STAR lga. Cleared to cross beuty intersection at 10000 ft. Captain was PF. Although crossing restr and altitude were set in FMGC and FMS respectively, captain started down late for reasons that escape me. I mentioned 'beuty at 10' (10000 ft), when it appeared he would be high captain did not react aggressively (proactively). Enough to make restr (ie, full speed brakes and airspeed increase -- greater vertical descent). I'm not sure why he wasn't more proactive on restr. As a result, crossed beuty at about 10800 ft. No conflict resulted.

Title: CAPT OF AN AIRBUS A320 FAILED TO MAKE ALT XING RESTR DURING DSCNT ON A STAR ARR DUE TO STARTING DSCNT TOO LATE.
Narrative: FLYING MILTON 3 STAR LGA. CLRED TO CROSS BEUTY INTXN AT 10000 FT. CAPT WAS PF. ALTHOUGH XING RESTR AND ALT WERE SET IN FMGC AND FMS RESPECTIVELY, CAPT STARTED DOWN LATE FOR REASONS THAT ESCAPE ME. I MENTIONED 'BEUTY AT 10' (10000 FT), WHEN IT APPEARED HE WOULD BE HIGH CAPT DID NOT REACT AGGRESSIVELY (PROACTIVELY). ENOUGH TO MAKE RESTR (IE, FULL SPD BRAKES AND AIRSPD INCREASE -- GREATER VERT DSCNT). I'M NOT SURE WHY HE WASN'T MORE PROACTIVE ON RESTR. AS A RESULT, CROSSED BEUTY AT ABOUT 10800 FT.
