Narrative:
Air carrier from aty-stc-msp leg aty-stc uneventful. Got a squawk code out of stc for stc-msp leg because of trouble getting clrncs on the ground. Departed late and tried to get clearance in the air. ZMP said maintain VFR clearance shortly traffic 12 O'clock at 4000 ft. First officer was flying and he leveled off momentarily at 4000 ft. I told him to expedite up to 5000 ft to avoid traffic and he complied after some hesitation. Msp gave us our clearance at 5000 ft. After we landed in msp, I discussed the situation with the first officer. He didn't even realize what had happened. His situational awareness was just to fly the airplane and that's it. I explained to him it was more than that, and that it is very poor professionalism to think like that. I am going to discuss this situation with the chief pilot and see what can be done in the future.

Title: LTT ACR CREW DEPARTED VFR AND HAD LESS THAN LEGAL SPACING WITH CONFLICTING ACFT.
Narrative: ACR FROM ATY-STC-MSP LEG ATY-STC UNEVENTFUL. GOT A SQUAWK CODE OUT OF STC FOR STC-MSP LEG BECAUSE OF TROUBLE GETTING CLRNCS ON THE GND. DEPARTED LATE AND TRIED TO GET CLRNC IN THE AIR. ZMP SAID MAINTAIN VFR CLRNC SHORTLY TFC 12 O'CLOCK AT 4000 FT. FO WAS FLYING AND HE LEVELED OFF MOMENTARILY AT 4000 FT. I TOLD HIM TO EXPEDITE UP TO 5000 FT TO AVOID TFC AND HE COMPLIED AFTER SOME HESITATION. MSP GAVE US OUR CLRNC AT 5000 FT. AFTER WE LANDED IN MSP, I DISCUSSED THE SIT WITH THE FO. HE DIDN'T EVEN REALIZE WHAT HAD HAPPENED. HIS SITUATIONAL AWARENESS WAS JUST TO FLY THE AIRPLANE AND THAT'S IT. I EXPLAINED TO HIM IT WAS MORE THAN THAT, AND THAT IT IS VERY POOR PROFESSIONALISM TO THINK LIKE THAT. I AM GOING TO DISCUSS THIS SIT WITH THE CHIEF PLT AND SEE WHAT CAN BE DONE IN THE FUTURE.
